Product Scope in CBAM Reporting: The Importance and Implications of Accurate Definition

The first and perhaps the most critical step in the Border Carbon Adjustment Mechanism (CBAM) reporting process is to accurately determine whether the exported product is covered by the CBAM and to establish a baseline product definition. This first step determines the fate of the entire reporting process. So, how is this identification done in CimpactPro and how does a false start affect the entire report?

How is the CBAM Scope of the Exported Product Defined in CimpactPro?

The products covered by CBAM are included in the current lists published on the official website of the European Union. CimpactPro makes this process easy for the user:

  • Automatic Scope Check: The software regularly monitors the current list of the European Union. Products known to be covered by CBAM are defined by default in the system.
  • Flexible Product Definition: The system is not limited to the products in the current scope. Users can also define new products or potential products that are not yet on the list. It is possible to make calculations for these products; the only difference is that there is currently no obligation to declare them.

Can the rest of the report be correct if the product definition is wrong?

The answer to this question is definitely no. The product definition stage is the foundation of the entire reporting process. We can liken this step to buttoning the first button on a shirt; if you button the first button incorrectly, all subsequent buttons will inevitably go wrong. If the basic definition of a product is not correct, all the calculations that will be built on top of it will be incorrect, and so will the entire report.

How CimpactPro Guarantees Error-Free Classification

CimpactPro uses an intelligent structure to guide the user to an error-free classification in this critical first step. The software checks section by section, not allowing the user to move on to the next section until the questions in one section have been answered correctly and logically. This guidance is designed to eliminate the possibility of the user making mistakes.

In Scope or Not: A Technical Detail or the Fate of the Report?

Knowing whether a product is covered by CBAM or not is, for the moment, a technical detail that determines the fate of the report. This information determines whether the resulting report will be declared to the European Union.

  • If on the CBAM List If the product is on the list, it is mandatory to make the calculations and declare the report.
  • If Not Listed: If the product is not on the list, you are not currently obliged to declare it, even if you have done the calculation.

Therefore, making the correct product definition is not only a data entry process, but also the first step for your company to fulfill its legal obligations correctly.
